The Controller of Planet X is a character who first appeared in the 1965 film Invasion of the Astro-Monster.
In Invasion of the Astro-Monster, The Controller, played by Yoshio Tsuchiya, takes astronauts Glenn and Fuji to the Xilien underground facility under the guise that he needed their help. He informs them that Planet X is uninhabitable on the surface due to the demon "Monster Zero" who the astronauts immediately identify as King Ghidorah.
The Controller offered them the cure for cancer if they help with the problem. They return to Earth in a Xilien ship and locate Godzilla and Rodan to battle King Ghidorah. The two defeat King Ghidorah and the humans are returned to Earth with a recording that supposedly contains the cure for cancer. However, the tape instead contained an ultimatum for Earth to surrender to the Xiliens.
The Xiliens bring mind-controlled Godzilla, Rodan, and King Ghidorah back to Earth. The humans fight back by using the A-Cycle Light Ray Gun to break the mind-control on the kaiju and by playing a sound at a frequency that is deadly for the Xiliens. The Controller said they'd escape into the future and pressed a button destroying the remaining Xilien ships and bases on Earth.
The Controller later appeared in the film Godzilla: Final Wars, where once again, he used subterfuge to get what he wanted from humans. He claimed he was trying to save the planet from an asteroid, but what he really wanted was human mitochondria in order for the Xiliens to survive.
When his subordinate, X wanted to use violence and fear instead of trickery, The Controller refused, prompting X to assassinate and replace him as leader.
